The Vi’dar is a new ship that is predominantly used to fight off the new Borg hostiles – Borg Tactical Probes. Vi’dar events and missions are available for players level 16+, however, to build the ship itself you’d need a Shipyard of level 25 or above. 
To obtain the Vi’dar you should complete milestones 7 to 9 of the February Borg event (granting you 50% of the blueprints) and the final milestone of the same event (awarding you the rest of the blueprints). Additionally players will also have the chance to redeem half of the blueprints or the full amount of blueprints through two Packs available in the Store.
