If your base has not reached level 6, you can teleport to another state. Once your base reaches level 6, you can no longer teleport to another state.
There are 2 methods to teleport to another state:
1) Go to the World Map and click on the coordinate button just above the Active Skills menu (It will read something like X: 655 Y:887). Change the Empire number to the State you want to teleport into. Then, select a location and teleport to it.
2) Go to the World Map. Click the 3rd button from the bottom above the “Home” button on the lower left corner of your screen. This will take you to the large map of your State. Next, click the button on the lower left with the picture of the Earth. You will see a map with all of the states listed. Choose the state you want to enter, find a location and click teleport.
