Futurama: Worlds of Tomorrow Guide – Why does this action say "Character is busy…" if the character is available?

If a character is trying to perform a dual action with another character, both will need to be available to perform the action. For example, for Amy’s Trim the Leg Hair action if Amy is available but Leg Mutant is currently off performing a separate action, you will need to wait for Leg Mutant to finish.
