Empires & Allies – How do I obtain the Tesla Coil after upgrading my HQ to Level 29?

We’ve received some inquiries on how to obtain the Tesla Coil after upgrading the HQ to Level 29. The Tesla Coil is the 2nd configuration of the EMP Tower. Players will need to upgrade it to Level 3 and select the function to use it as a Tesla Coil.
