Apple controls all the transaction process. 

If you suspect that there’s been fraudulent transaction on your account, you should immediately contact Apple: 

1. Visit Apple support and select the "Contact iTunes store support" link.

2. Select "Purchases, billing and redemption" and choose the option that fits you best.
