When you move cities, your gold travels with you to your new city. You do not receive the gold as a refund to invest in new buildings; rather the gold remains invested in the current buildings.
Please keep in mind, the 10% City Tax is applied for moving to a new city within 10 days of joining your current city. This tax depletes 1% for each 24 hours until it is gone.
