Item power is the strength of the item denoted in numerical value. Items within the same level range as the hero and items of superior quality will grant higher item power bonuses to the hero equipping them.
Quest have recommended item power levels to strengthen the chance of success. Additionally, there is a group item power requirement to send hero parties on a quest.
