The city can only be accessed after you have completed the repairs for the Town Hall in the Tutorial. Once, you have unlocked the city, you can access it by selecting the city icon docked on the bottom right of the screen.
The City is the multi-player portion of the game. Here, you will join other players and invest in various buildings to unlock different content such as heroes, workers, resources, etc.
