You will need to have the Castle building in your city (Unlocked at Town Hall 14) and be at least shopkeeper level 6.
Each step in City Raids is locked by Castle level and Shopkeeper level.
There are 3 difficulties of the quest with increasing group power requirement. The higher the power requirement the more potential loot.
