Only players who have been registered for less than 5 days and whose Headquarters is lower than level 6 can change State.
How to change State: click on the Wilderness button -> Map-> Globe button -> click on the State you would like to switch to and then click on the Map to get relocated to the new State with new random coordinates.
*Note: before changing State, you must first make sure that you are not in an Alliance.
