Leadership
The heroes of garrison must have sufficient leadership and when the leader reaches the upper limit, they can not continue to settle.
The upper limit of leadership can be increased by strengthening the Management Center.
Presidium skills
For those heroes who have active abilities, you can click on the skill button on the defense buildings to use the abilities.
