You’ll need to unlock the Pawtucket Brewery before the items will begin dropping. The Perma-Suds lab drops crafting materials for the Brewery (Bubbles, Silver Tickets or Tap Handles), so you’ll need to have the Brewery unlocked before you can begin collecting them.
