To clear a key building of Hypnowaves you must first clear the land around the key building, then you can clear the key building itself. In the case of the Outfit-o-Matic, the land around it is just about the same footprint as the building itself, so it can be confusing because itgives off the impression of a double clearing. This progression in clearing is generally done for all key buildings.
