CSR Racing 2 – Why is the Milestone Leaderboard locked but the car is offered in dealership?

The Milestone Leaderboard is unlocked to players that were eligible to receive the milestone car from the previous season. Although the car is shown in the dealership, it would only be made available two weeks after the season rollover.
