In order to migrate to another Kingdom your Stronghold must be higher than level 6 and you can’t be in an Alliance. Furthermore your City must be in its original Kingdom and all troops must be within your City.
Please note that the Kingdom Migration is still being tested, so the rules may be subject to change.
